Short answer: Not if they want to keep the support of small and large business leaders. Our analysis says it is highly unlikely that Republicans will unwind the fundamental legislation, and may in fact side with business leaders and clamp down further. Small business leaders have organized their protest of interchange fees around the large and powerful trade groups.
Republican leaders need (and more often gets) the support of Republican-centric small business owners. My feeling is Republican legislators would likely face a political backlash if they attempted to undo the gains that these small business owners are set to attain.
